Social-Economic Development and State Governance in Comparative Perspective
Improving state governance capacity is a major challenge for most countries in the era of globalization. Reexamine the state and state governance becomes an important topic for social science researches, especially for political science. On the one hand, the negative effects of globalization have led to many worldwide challenges that threaten the development of human being. On the other hand, many states in the developing world lack the necessary state governance capacity to promote social economic development and have a hard time in building the basic state governance institutions. We also find that there are significant variations of states’ governance capacities among different countries. Which factors determine or influence these variations of state governance capacity, are they the cultural factors, or structural factors like social structure or stage of development, or the basic state governance institution and the choice of development strategies? And, how significant are these factors’ impact on state governance capacity? These are important questions that drive the social scientists.
Under globalization, China’s social economic development is still an undergoing historical process. In Nov. 2013, the Third Plenary Session of the 18th CCP Central Committee called to take “to improve and develop socialism with Chinese characteristics, and to promote the modernization of the state governance system and capacity” as the overall goal of deepening the reform comprehensively. It demonstrates that CCP has taken state governance as a national strategy of development and a new round of reform is taking off. The experiences and lessons of China’s state governance during the social economic development can provide valuable resources for cross national comparative studies, and policies and strategies for other countries.
